[pology] Problems with check-spell and local wordlist

The first element of the header line (the "dictionary type") in your file is
lokal-0.1, but it turns out it must be exactly personal_ws-1.1, or else I
also get the error you get. I've now updated normalize-aspell-word-list to
set this required dictionary type.
