[pology] Improvement for fancy-quotes

Hello:

     I have found that fancy-quotes change apostrophes in some English
contractions not translated into Spanish (or any other language). It is the
case of "it's" and other English contractions. A complete list can be found
at https://secure.wikimedia.org/wikipedia/en/wiki/Contraction_(grammar)

    I think that a filter could be added to avoid this changes, i.e. with
the regexp:

    \b\w+\'(t|m|re|s|ve|d|ll)\b

    A similar problem occurs with some Irish and Scotish names like
"O'Donnel". In this case the filtering regexp could be:

    \b(O|M|Mc)\'[A-Z]\w+\b
